Opportunities
Licensing opportunities through the Intellectual Property Program
are made known through the issuing of Requests for Proposal or the

Terms and Conditions
In many cases, the expertise of the source ministry can benefit
the licensee in the early stages of the licensee's working with
the material. However, it should be understood by all prospective
licensees that the Province develops materials solely in order to
serve its own program needs. While in many cases these materials
have application outside government, often these materials will
require modification or adaptation for the commercial market. All
costs of such modification and adaptation must be borne by the licensee.
Strict limits will be placed upon the amount of access to ministry
personnel and resources that will be made available to licensees.

Unsolicited
Proposals
The Intellectual Property Program welcomes unsolicited proposals
to license rights to Province-owned materials. All such proposals
are given the same careful consideration. Upon receipt of an unsolicited
proposal, the Intellectual Property Program will investigate whether
pursuing the proposed business opportunity is in the economic interest
of the Province. If the opportunity is judged to be worth pursuing,
then where a non-exclusive license is sought, the IPP can begin
negotiating a license agreement immediately, although a Notice of
Intent will be posted to inform other potentially interested parties
of the availability of the opportunity. However, where exclusive
rights are sought, a competitive bidding process will be required,
in accordance with the Intellectual Property Program Policy.
